Hollydale

Hours of Operation: Site Work
Allowed hours of operation for site work – site development prep, grading and installation of public infrastructure – are as follows:
- Weekdays – 7 a.m. to sundown
- Saturday – 8 a.m. to 6 p.m.
- Sunday and holidays – no activity allowed
Hours of Operation: House Construction
Allowed hours of operation for house construction are as follows:
- Weekdays – 7 a.m. to 10 p.m.
- Weekends and holidays – 8 a.m. to 9 p.m.
Construction Routes/Traffic
All construction traffic must enter and exit the site via Old Rockford Road and Holly Lane (this may change once Comstock Lane is open) and not go through the adjacent neighborhoods.
All construction parking must be on the Hollydale property and not on adjacent public roadways.
All haul routes will be swept on a regular basis.

Residents who observe violations may report them via the following contacts:
- If work occurs outside of the allowed hours of operation, please call the non-emergency number at 763-509-5160.
- If construction traffic is on any neighborhood street (other than Old Rockford Road or Holly Lane), please contact the developer at info@gonyeacompany.com or by calling 763-291-0481.
- If excessive dirt is being tracked from the Hollydale property to adjacent streets, please report it through myPlymouth.
- If blowing debris or litter is seen, please report it through myPlymouth.
- Residents with general questions may email Senior Planner Shawn Drill at sdrill@plymouthmn.gov. Note: He may need to speak with other staff to obtain answers to questions and not be able to respond immediately, but he will respond.

Approved Activities
Approved activities to date (activities the developer or contractors are allowed to perform) include:
- Demolition of the parking lot on the west side of the site.
- Demolition of all buildings and structures on the property.
- Well sealing and septic removal.
- Silt fence installation throughout the property.
- Rock Construction entrance on the west side of the property to Holly Lane.
- Mercury mitigation (this work is expected to take approximately two weeks to complete).
- Per City Ordinance, tree removal and grading may begin after preliminary plat approval and once a grading permit is issued. The developer has received watershed and city approval to start these activities (this work is expected to begin Wednesday, July 21 and will be ongoing throughout summer and fall).
- Installation of utilities and streets for the phase 1 development area (this work is expected to begin Sept. 2, 2021 and will be ongoing throughout fall of 2021 and spring/summer of 2022).

City of Plymouth receives Final Plat application for final (2nd) phase of Hollydale development
The City of Plymouth received a final plat application on March 18, 2022 for the final (2nd) phase of development of the former Hollydale Golf Course site, 4710 Holly Lane. The first phase was approved in August 2021 and included 145 lots (143 lots for new homes, one lot for an existing home to remain, and one homeowner association amenity lot).
The final (2nd) phase includes the remaining 86 lots.
Background
On June 22, 2021, Plymouth City Council approved the preliminary plat for 231 lots (229 lots for new single-family homes, one lot for an existing home to remain, and one homeowner association amenity lot).
Development Application Process
Final plats do not require a public hearing, and therefore proceed directly to City Council (no Planning Commission review is required). The City Council does not have discretion to deny a final plat application that complies with the approved preliminary plat.

City of Plymouth receives new development application for Hollydale
The City of Plymouth has received a new application for a proposed redevelopment of the former Hollydale Golf Course site, 4710 Holly Lane.
The revised request from the developer includes a comprehensive plan amendment, rezoning, preliminary plat and subdivision variance.
Background
On November 24, 2020, the Plymouth City Council denied an application for a proposed redevelopment of the former Hollydale Golf Course site, which included plans to construct 229 single-family detached homes, due to concerns about increased vehicle traffic and neighborhood concerns about greenspace preservation. As a result of the denial, the developer sued the City of Plymouth (Hollydale Land, LLC, Lakeview Development Company, LLC, and Hollydale GC Development, Inc. vs City of Plymouth).
The Plymouth City Council has held a number of closed sessions, as permitted by Minn. Stat. 13D.05, Subd. 3, to discuss the pending lawsuit.
Development Application Process
The City of Plymouth has signed a framework agreement with the developer that suspends the lawsuit while the city reviews the new application. If the application is ultimately approved by the City Council, the agreement also provides for dismissal of the lawsuit and releases the city from claims against it by the developer.
The new application will be processed in the same manner as the previous application, which will include a public hearing at a Planning Commission meeting. Notices of the hearing will be published in the newspaper and mailed to impacted neighbors.
All application materials are public and will be made available upon request. To proceed with the development, the new application must first be approved by the City Council.
The City of Plymouth is committed to processing all applications in accordance with applicable state laws and city ordinances. No further details regarding the lawsuit are available and the City of Plymouth has a policy of not discussing pending litigation.
