Listed below are the licenses issued by the City Clerk Division. Because many of licenses require background investigations and/or City Council approval, we recommend that you submit your application and payment 20-30 days prior to when you want to begin your activity. The city does not issue general business licenses.

All liquor license applications, with the exception of temporary liquor licenses, require a $500 non-refundable investigation fee. The city’s license period is from Feb.1 through Jan. 31. If you are applying for a license that is less than that the 12 month period, some of the license fees can be prorated. Please submit your application, investigation fee and liquor license fee at least 60 days prior to when you desire to start serving liquor.

The City of Plymouth does not require any additional local license to operate a food truck in the city as long as the food truck has the proper state/county mobile food vendor license. Vendors must follow these local regulations:

• Mobile food vendors can serve on any public street where parking is allowed if it does not block the flow of two-way traffic or fire lane access.
• It is acceptable to serve on private property ONLY if you have been invited by the property owner to serve on their site (example: business parking lot for company event).
• As a mobile food vendor, food trucks must come and go daily from their serving sites and are not allowed to park overnight.
• The City of Plymouth does not permit mobile food trucks to serve in any of our public parks unless it is for a private picnic shelter reservation, which then we require a permit and $30 fee to serve for those specific events.

The State of Minnesota’s Gambling Control Board is the licensing authority for all gambling activity in the state, but some gambling activities need local government approval prior to being submitted to the Gambling Control Board. Please visit the Gambling Control Board’s website at https://mn.gov/gcb/ for more information on lawful gambling.

Fundraising Permit to Conduct Raffles, Bingo, Pull-Tabs, Tipboards and/or Paddlewheels

 If you are a non-profit organization and are planning on having a raffle, bingo, pull-tabs, tipboards, and/or paddlewheels, you will be required to apply for an EXEMPT PERMIT Form LG220 (PDF) if the total value of ALL prizes (donated and purchased) for this CALENDAR YEAR is less than $50,000. This permit is submitted to the Gambling Control Board, but must have local government approval prior to submitting it to them. Please schedule an appointment with the City Clerk/Administrative Coordinator to get your form signed.

Lawful Gambling Premises Permit

City Code Section 1105 regulates lawful gambling within the City of Plymouth. A Premises Permit must be approved by resolution before the City Council. Contact the City Clerk/Administrative Coordinator to begin the application process.

A new law enacted at the end of the 2023 legislative session legalizes adult–use cannabis in Minnesota and establishes a regulatory framework over the cannabis industry. The law establishes a new "Office of Cannabis Management” that will release applications, issue licenses, and develop regulations outlining how and when businesses can participate in the new adult-use industry in Minnesota. Over the coming months, the new state agency will develop the regulatory framework for legal adult cannabis, and establish processes and timelines to apply for licenses.

Starting July 1, 2023, all sellers of taxable cannabis products must register with the Minnesota Department of Revenue to remit the new Cannabis Tax. More information is available here.

City of Plymouth massage licenses and applications are processed by the Plymouth Police Department and may take up to 30 days. New license applicants must request an appointment to submit their application, in person, by calling 763-509-5620 or by sending an email to massage@plymouthmn.gov.
