Phase 4 of the Plymouth Boulevard Improvement Project begins Monday, Nov. 18, which will affect the local access route for residents in the neighborhood off of 32nd Avenue.

Plymouth Boulevard will remain inaccessible from Highway 55 or Fernbrook Lane during this phase. Motorists may access Plymouth Boulevard and area destinations via Vicksburg Lane and Rockford Road.

Local Resident Access – 32nd Avenue

Residents who live off 32nd Avenue will not be able to access their neighborhood via Plymouth Boulevard from Highway 55 during this phase.

To access the 32nd Avenue neighborhood, motorists may travel southbound on Plymouth Boulevard from Rockford Road. Motorists may also come from Vicksburg Lane and head east on 37th or 36th avenues, then travel southbound on Plymouth Boulevard. Residents may use those routes to exit the neighborhood.

Preliminary construction road closures begin May 20

Preliminary Phase Detour Map (PDF)

Plymouth Boulevard will be temporarily closed between 34th and 35th avenues beginning Monday, May 20. Public access to area destinations will be maintained as follows:

Plymouth City Hall: Motorists may access City Hall from Highway 55 by heading northbound on Plymouth Boulevard and turning right into the parking lot using a temporary access. Motorists may also come from Fernbrook Lane N., travel westbound on 34th Avenue, and turn right (by the post office) onto Plymouth Boulevard. Motorists may also take those routes to exit.

Motorists will not be able to access City Hall from Vicksburg Lane/area businesses to the west during the Preliminary Phase, which is expected to take 1-2 weeks.

Plymouth Ice Center/Life Time: Motorists may travel eastbound on 37th and 36th Avenues from Vicksburg Lane, or southbound on Plymouth Boulevard from Rockford Road to access the facilities. Motorists may also take those routes to exit. Due to the closure on Plymouth Boulevard, motorists will not be able to travel north on Plymouth Boulevard from Highway 55.

Businesses Access: Area businesses to the north of City Hall will be accessible from Rockford Road or Vicksburg Lane. Businesses south of City Hall may be accessed from Highway 55 or Fernbrook Lane N.  

Phase 1 of Plymouth Boulevard construction modified effective Aug. 5

Phase 1 of construction on Plymouth Boulevard has been modified due to weather and construction delays. Effective Monday, Aug. 5, the intersection of 37th Avenue and Plymouth Boulevard will be closed. Additionally, 36th Avenue (the entrance to the Plymouth Ice Center and Life Time) will be open to both eastbound and westbound traffic between Vicksburg Lane and Plymouth Boulevard.

Plymouth Boulevard remains closed to through traffic from Rockford Road to Highway 55 during this phase. 

How to Access Key Destinations During Phase 1

Revised Phase 1 Detour Map (PDF)

Motorists may travel eastbound on 36th Avenue from Vicksburg Lane to access the parking lot. To exit, motorist may travel westbound on 36th Avenue to Vicksburg Lane. Access from 37th Avenue is unavailable.

Motorists may use Vicksburg Lane to access area businesses and destinations throughout City Center, including the Plymouth Library, Cub Foods, Mann Theaters and other establishments.

Motorists should note that 35th Avenue (near the main walkway entrance to the Hilde Performance Center) will be closed to traffic at Plymouth Boulevard.

Motorists may access City Hall from Highway 55 by heading northbound on Plymouth Boulevard and turning right into the parking lot. Motorists may also come from Fernbrook Lane, travel westbound on 34th Avenue and turn right (by the post office) onto Plymouth Boulevard. Alternately, motorists coming from Vicksburg Lane/area businesses to the west (Cub Foods, Mann Theatres and other establishments) may head eastbound on 34th Avenue and cross Plymouth Boulevard to access the parking lot. Motorists may also take those routes to exit.

Residents of the apartments north of 37th Avenue and customers of the BP gas station will be granted access by the contractor throughout construction. Residents off 32nd Avenue can access their neighborhood from Highway 55 during Phase 1.

Access to the Hilde Performance Center

The Hilde Performance Center will remain accessible to residents and visitors throughout construction, but attendees may be required to take detoured routes.

Phase 2 begins Friday, Oct. 11 

Phase 2 Detour Map (PDF)

Construction on the northern section of Plymouth Boulevard, from Rockford Road to 37th Avenue N., is expected to be mostly complete and reopened to vehicle traffic during the second phase of the project.

While project timing is subject to change due to construction activities and weather, Plymouth Boulevard will be closed to traffic between 37th and 34th avenues during Phase 2.

Motorists may utilize the newly paved section of Plymouth Boulevard between Rockford Road and 37th Avenue, as well the new roundabout installed at the intersection of 37th Avenue.

The project will shift into Phase 3 effective Friday, Oct. 18. 

Access to Area Businesses

Businesses and area destinations will remain accessible to vehicles throughout all phases of construction, but motorists may be required to take detoured routes.

During Phase 2, motorists may use Vicksburg Lane to access area businesses and destinations in City Center. While Plymouth Boulevard will be closed to traffic between 37th and 34th avenues, motorists may also access destinations off Plymouth Boulevard from Rockford Road and Highway 55.

Access to City Hall

Access to Plymouth City Hall for early voting and other city business will remain available throughout the project.

Motorists may access City Hall from Highway 55 by heading northbound on Plymouth Boulevard and using the newly constructed roundabout to turn right into the parking lot. Motorists may also come from Fernbrook Lane, travel westbound on 34th Avenue and turn right (by the post office) onto Plymouth Boulevard. Alternately, motorists coming from Vicksburg Lane/area businesses to the west (Cub Foods, Mann Theaters and other establishments) may head eastbound on 34th Avenue and use the roundabout to cross Plymouth Boulevard to access the parking lot. Motorists may also take those routes to exit.

Phase 3 begins Friday, Oct. 18

Phase 3 Detour Map (PDF)

Effective Friday, Oct. 18, Plymouth Boulevard will be closed between 32nd and 34th avenues (entrance to Plymouth City Hall) as the project enters Phase 3. Motorists will not be able to access Plymouth Boulevard from Highway 55 during this phase.

The northern stretch of Plymouth Boulevard will be open to traffic in both directions between 34th Avenue and Rockford Road, and all cross streets north of 34th Avenue will be open.

Access to City Hall and Area Destinations

Plymouth City Hall and other area businesses/destinations (Life Time, Plymouth Ice Center, Cub Foods, Mann Theatres, etc.) will be accessible from Vicksburg Lane or Rockford Road. Access to Plymouth City Hall for early voting continues to be available throughout the project.

Access to Plymouth Boulevard from Highway 55 will only be available for local residents who live in the adjacent neighborhood off 32nd Avenue.

Access to City Hall

Access to Plymouth City Hall for early voting and other city business will remain available throughout the project.

Motorists may access City Hall from Rockford Road by heading southbound on Plymouth Boulevard and using the newly constructed roundabout to turn left into the parking lot at 34th Avenue. City Hall will not be accessible to northbound traffic coming from Highway 55, nor will City Hall be accessible to westbound traffic on 34th Avenue coming from Fernbrook Lane.

Local Resident Access – 32nd Avenue

Residents who live off 32nd Avenue may access their neighborhood via Plymouth Boulevard from Highway 55 and Rockford Road during Phase 3. Residents exiting the neighborhood will not be able to turn right to head northbound on Plymouth Boulevard – instead, they must turn left and head southbound to access Highway 55.

The Vision for Plymouth City Center

The spine of Plymouth City Center, Plymouth Boulevard improvements are part of the City of Plymouth's overall, long-term plan to revitalize Plymouth City Center and cultivate a vibrant, walkable downtown area. 

The project will add roundabouts to slow vehicle traffic, improve crossings for pedestrian safety and upgrade trail connectivity. These improvements will also create spaces for public art and food trucks, install a newly designed entrance and signage for the Hilde Performance Center, seating and gathering areas along Plymouth Boulevard, a plaza, and more.

What's a Roundabout?

A roundabout is a circular intersection designed to let vehicles go through more safely and in less time. Roundabouts also help simplify crossings for pedestrians and bicyclists.

According to the Minnesota Department of Transportation, roundabouts show an 86% decrease in fatal crashes, an 83% decrease in life-altering injury crashes and a 42% overall decrease in the injury crash rate at intersections. In addition to reducing the severity of crashes at intersections, roundabouts handle high levels of traffic with less delay than most stop signs or signals.

Community Feedback

As the community grew and changed following the development of Plymouth City Center in the mid-1990s, the City Council engaged with a consultant to collect community feedback and update the vision for Plymouth City Center. The city also requested input to determine future improvements to Plymouth Boulevard.

Plymouth Boulevard feedback was collected from residents, business owners, commuters and visitors in the area over a two-month process that wrapped up in February 2023. Themes from the community engagement revolved around improving walkability/bikeability and improving intersection safety. Read the memo to view results (PDF)
