Building Demolished to Help Facilitate Redevelopment
In an effort to spur development after the former mall building sat vacant for more than a decade, the City of Plymouth purchased the site in June 2021. The building and parking lot were demolished in late-2022/early 2023.
The city is soliciting project proposals for the site, and plans to sell the land to a developer. Redevelopment of the site is aimed at revitalizing the area and bringing a variety of quality jobs, amenities, and experiences to the site.
Working with Developers to Address Site Challenges
The former Four Seasons Mall building was constructed on pilings due to poor soil conditions and a shallow water table/nearby wetlands. While the site has challenges, the City of Plymouth will work with potential developers to identify tools and resources to help mitigate existing issues.
Site History
Built in 1978, usage of the mall gradually declined in the 2000s. As the number of tenants dwindled, the property was purchased by Walmart Inc. in 2010. Walmart ultimately decided not to develop the site into a large retail store.
State Grant Assistance with Demolition Costs
The city applied for and received a grant from the Minnesota Department of Employment and Economic Development to assist with demolition costs for the site.
The site was purchased with Transit Fund reserves, as redevelopment of the site may include a Plymouth Metrolink park-and-ride.
