Residential property owners should complete the form below to request utility service from the City of Plymouth. This form is for residential properties only. The city does not put utility accounts in a renter’s name.

Commercial property owners should call utility billing at 763-509-5333, between 8 a.m. to 4 p.m. Monday through Friday to request service.

The City of Plymouth bills residential utility customers every other month, and commercial accounts monthly. Your utility bill includes charges for water, sewer service, recycling, street lighting and surface water.

The City of Plymouth does not provide garbage services. For information on garbage haulers, view a list of licensed garbage haulers in Plymouth.

Form Instructions

• Enter the closing date.
• Enter the property address, legal name, email address and phone number for the account.

After you have confirmed details, you will receive a follow-up email acknowledging your request (the form is powered by a tool called SeeClickFix, which will ask applicants to set up an account). An additional email will follow once the application has been processed.
