Plymouth Housing and Redevelopment Authority (HRA)

The Plymouth Housing and Redevelopment Authority (HRA) typically meets the fourth Thursday of the month at 7 p.m. in the City Council Chambers at Plymouth City Hall, 3400 Plymouth Blvd. Meetings are livestreamed online, televised live on Channel 16 and available for replay. Meetings are open to the public.

Plymouth HRA Programs

The HRA manages the city's housing and community development programs, and federal, state, and local grants for housing programs. Ongoing programs include:

First Time Homebuyer Program
Emergency Repair Grants for seniors
Owner-occupied Home Rehabilitation Loans
Section 8 Rent Assistance

The HRA also owns and manages two senior housing apartment buildings, Plymouth Towne Square and Vicksburg Crossing as well as Valor Place, an affordable veterans housing development.

Note: Broadcasting/livestreaming of HRA meetings began in February 2023, so meetings held prior to February 2023 are not available for replay.

Cable Channel 16

Cable television subscribers may watch gavel-to-gavel coverage of regular Plymouth City Council, Plymouth Planning Commission and Plymouth HRA meetings on Channel 16. Meetings are televised live and replayed multiple times throughout the week – view the Channel 16 program schedule.

About the HRA, Member Roster

About the Housing and Redevelopment Authority

Created by the Plymouth City Council in 1975, the Plymouth HRA is an independent governmental entity governed by a board of commissioners appointed by the City Council. The HRA may cancel any regular meeting other than the annual meeting, which is held in March.

HRA members are appointed for five-year terms expiring the end of January or until a new commissioner has been selected as a replacement. Chair, vice chair and secretary are appointed by the HRA and confirmed by the mayor.
