Xcel is proposing transmission line improvements and a substation addition in Plymouth and Medina. The improvements, called the Hollydale Project, are aimed at improving reliability and meeting an expected growth in demand for energy.
Xcel filed a permit application with the Minnesota Public Utilities Commission (PUC) on June 30. The PUC has jurisdiction over this item. The City of Plymouth does not have jurisdiction on this application.
The Proposed Project
Xcel is proposing to:
- Rebuild eight miles of existing 69 kilovolt (kV) transmission line to 115 kV; and
- Construct almost a mile of 115 kV transmission line to serve a new substation (called the Pomerleau Lake Substation).
The proposal requires a route permit from the PUC. Xcel filed a Route Permit application with the PUC on June 30, 2011 for the transmission line improvement and new Pomerleau Lake Substation.
As submitted, the permit includes two routes. One route is a new route. Xcel’s preferred route is an existing route that runs through a number of neighborhoods in Plymouth and some rural neighborhoods in Medina.
At a public hearing on Aug. 24, 2011, the PUC approved the Department of Commerce Energy Facility Permitting (EFP) staff recommendations to:
- Accept the application as complete and authorize the EFP to process the application under the alternative permitting process.
- Authorize the EFP to name a public advisor in this case.
- Authorize the EFP to establish an advisory task force (PDF).
