Plymouth has an abundance of surface water resources. They include lakes, wetlands, ponds and streams. In fact, Plymouth is home to eight lakes and more than 800 wetlands. Several streams and creeks and more than 250 water quality ponds make up the city’s surface water resources.

The Plymouth Surface Water Management Plan outlines goals for managing these resources. Among issues the plan addresses are water quantity, water quality, erosion control, wetlands, citizen education, water quality monitoring and maintenance activities.

In addition, the city has created a document to outline requirements associated with development and redevelopment in Plymouth. The Guidelines for Development and Redevelopment outline requirements of the City of Plymouth, along with other regulatory agencies, including the United States Army Corps of Engineers, the Minnesota Department of Natural Resources and watershed management organizations.
